What is the Crime Victims Compensation Program?
The Crime Victims Compensation Program (CVCP) in the District of Columbia offers vital financial support to victims of crime and their families, covering a range of crime-related expenses. While CVCP is a federally mandated program, its administration varies between states and jurisdictions. In the District of Columbia, it is operated by the DC Superior Court.
Compensable expenses in Washington, DC include funeral and burial costs, medical and mental health expenses, lost wages, loss of support, crime scene cleanup, home security devices, and temporary emergency shelter and relocation. Historically, CVCP has been a leading provider of temporary emergency housing for survivors of domestic violence, community violence, sexual assault, stalking, and human trafficking in the District, making it integral to the city’s response to violent crime. However, recent challenges have reduced its effectiveness, highlighting the need for renewed advocacy and reform.
Supporting Clients and Addressing Challenges
DC SAFE Advocates often assist clients by making direct referrals to CVCP and helping them navigate the application process. Unfortunately, survivors and advocates frequently report negative experiences, citing issues with accessing services, understanding victims’ legal rights, and addressing systemic biases. At DC SAFE, we are dedicated to advocating for improvements to CVCP to ensure it better serves the needs of survivors.
